Smaller chips will run games the same, run cooler, and use less power.
Considering the games are a built to run at a single spec, they'd have to give up the running cooler (and probably have to add louder/more expensive fans) and need more power (which would mean more than likely needing a bigger power supply to fit in the case somewhere) all to get a game to run exactly the same. Valve is a PC developer first and foremost. There's no reason to spend time porting to a different architecture when you can spend a couple weeks porting to a 30 million user base and just be done.
It's just more profitable to spend the time making a new PC game for steam than it is to spend months porting to a system that is harder to port to, sells less, and has a smaller install base.

I am aware there's falloff in large user bases. You get a lot of casual gamers and a lot of people buying multiple PS2's when the number got that big.
However, there's less than a 50% difference in sales when there's almost a 200% difference in consoles sold. Gran Turismo 4 has already been outsold by Halo 3, and it had a 500% difference in consoles sold.
